Once inside the mill, I was never attacked and was able to focus on just lockpicking. By standing in location on the screenshot, I was able to pick 4 lockboxes without having to move which was nice. This was especially handy around level 65, which is when the lockboxes went green, because from then on it took multiple boxes to level up.
The quest [20] Alther''s Mill requires lockpicking a chest in Alther''s Mill for a quest item and is close to the practice lockboxes. These chests respawn very quickly (you can stand between a couple or three and alternate between them) and may be practiced upon from 1 to over 100 skill.
